Make popcorn chicken.

Cook rice.

Make the tea broth. Make a dashi by simmering kombu in water for 1-2 hours. Add in bonito flakes and steep with tea leaves for 5 minutes or so.

Combine everything and pour hot tea broth over chicken and rice.
